The workshop is organised by the University of Education, Vietnam National University (VNU) Hanoi.

This workshop aims to provide a forum for scholars, academics, scientists, policy makers, and experts in the area of National Scientific and Educational Development to share experience, create mutual understanding and envision measures to improve the quality of scientific research and technology transfer in higher education institutions.

Proposals are suggested to focus on, but not limited to, the following topics:
- Scientific and technological management policy,
- Training and scientific research in higher education institutions,
- The quality of human resources in scientific research,
- Academic and research environment, and
- Technology transfer, research collaboration and application development.
