Georgia presents a potentially exciting opportunity for UK universities to rethink their transnational education (TNE) strategies and operations. This opportunity could serve a mutually beneficial dual purpose: to fulfil the Georgian government’s ambition to become an international education hub, and, for UK universities, to locate TNE operations within a sustainable pipeline of future international students.

In this research paper, we explore how UK-Georgia TNE partnerships could be strengthened and how, despite the low baseline of activity at present, Georgia could become a regional hub for UK TNE. With a mixture of interviews with Georgian and UK policymakers and stakeholders, data analysis, and in-country research, this paper explores the challenges and opportunities for UK-Georgia TNE and offers actionable recommendations to realise the potential of UK-Georgia TNE collaboration.
