The Unified Education Strategy of Georgia sets out the key goals for Higher Education (HE)- the internationalisation of HE and the ensuring of access to quality HE with an aim of increasing graduate skills and employability.

One of the key success indicators in this Strategy is the increased number of foreign-language-medium of education programmes.

According to recent research undertaken by the British Council in 2019-20 into English Medium (EM) provision in HE in Georgia ‘English-Medium Instruction in Higher Education in the Countries of the South Caucasus’, while Ministries and HEIs on the one hand are attracted by the idea of increased EM provision they are quite rightly concerned about the nature and amount of support needed for lecturers and students to ensure good student outcomes on EM programmes.  As suggested by this research, there is also a need for Ministries and HEIs to commit to establishing clear policies and guidelines relating to Language of learning and teaching (LoLT)

In response to the needs outlined above, the Government of Georgia has decided to develop EME Strategy for HE in Georgia in partnership with the British Council to ensure country meets the current and future requirements for internationalisation agenda and informs relevant reforms of the Higher Education systems.

We are looking for an Education Consultant with a high-level expertise in the field of educational reform, with particular reference to LOLT and EME in HE. The Consultant will work with the British Council to support the Ministry of Education, Science, Culture and Sport of Georgia in developing EME Strategy document to include: defined vision for EME in HE and recommendations for relevant reforms of the HE education systems to support the development of effective EME practices

The Consultancy will be carried out online during December 2020 - February 2021
