Programme 165 is looking for partners to provide mid- and short-term training for capacity building for leaders and managers in the political system.

Partners are expected to have strong profile in training civil servants in Leadership & Management skills, Public Administration, Public Policy, International Law, International Relations, etc.

Programme 165 is a governmental scholarship scheme managed by the Commission on Personnel and Organisation, Central Committee of the Communist Party of Vietnam (CPV).
