This British Council-commissioned report explores the sustainability of transnational education (TNE) partnerships in Egypt, Qatar, and the UAE, offering actionable insights for UK universities and their local counterparts seeking to develop sustainable partnerships. With a focus on fostering robust, equitable collaborations, the report introduces a sustainability framework built on five pillars: mutual benefits, financial viability, partnership breadth and depth, effective leadership and people development, and mutual trust and open communication.

Through case studies and analysis of enrolment trends, regulatory landscapes, and economic conditions, the report highlights unique opportunities in each country:

  1. Egypt: A large, young population drives demand for accessible, high-quality education aligned with national development goals.
  2. Qatar: High-income levels and strategic government support create fertile ground for innovative, industry-focused TNE models.
  3. UAE: A thriving economy and international appeal position it as a leading hub for postgraduate and international student recruitment.

This report provides UK institutions and their counterparts in the Middle East and North Africa with practical guidance and data-driven strategies to navigate challenges, align with host-country priorities, and contribute to sustainable development goals in the region.
