A new British Council market scoping report analyses the attractiveness of Hainan as an international education hub and identifies and assesses opportunities for UK institutions based on priority subject areas, partnership models and key policies. The report includes a specific focus on transnational education.

In April 2018, the Chinese government announced that the province of Hainan – a tropical island in the South China Sea with a population of around nine million – would be transformed into the country’s largest free-trade zone by 2020.  Hainan announced that educational development would play a key role in supporting this transformation and stated ambitious plans to attract high-quality education providers to the island and encourage international education cooperation and investment at all levels.

One key opportunity identified in the report is for UK HE institutions to work in partnership with one of the leading domestic universities that Hainan aims to draw in from other parts of the country, focusing on key subject areas that the province will prioritise.
