Summary
Guangdong Education Department (GED) is looking for a UK partner to design and deliver a three month teacher training programme on modern apprenticeships with a view to applying them in engineering and logistics related subject areas. The programme should include a comprehensive overview of the structure, rules and regulations and qualification frameworks of modern apprenticeships, combining both theoretical and practical training.
Background
Guangdong is China’s pilot province for modern apprenticeships. The GED with the support of the British Council and China Scholarship Council would like to provide 35 teachers from local polytechnic and vocational colleges, currently involved in the teaching and management of modern apprenticeships, with the opportunity to further their knowledge and understanding. The GED would like to further develop the model in institutions across Guangdong province with a focus in subject areas related to engineering and other management featured subjects such as logistics and business management.
Training details
- Length: Three months (12 weeks)
- Departure date: Before end December
- Number of trainees: 35 teachers from local polytechnic and vocational colleges – currently involved in the teaching and management of pilot modern apprenticeship programmes
- Location: The UK (institutions that offer modern apprenticeships)
- Format: A combination of theoretical study and practical field trips (50/50 split if possible)
- Subject area: majorly focusing on Engineering disciplines, such as mechatronics, applied electronic technology, automobile manufacturing, automotive testing and repair, and construction engineering etc.; considering management featured contents/subjects, such as logistics and business management
Theoretical programme details
- Introduction to modern apprenticeships, how they fit into the UK education system, national qualification frameworks and key distinctions between apprenticeships and full time learning
- An overview of the top level mechanisms of modern apprenticeships including relevant rules and regulations, government policy, rights and assurances of the involved parties etc.
- Details of frameworks and operational models including management, recruitment, learning models, placement models, employment processes etc.
- Information on links between schools and companies, the split between theory and practice, co-ordination of teaching etc.
- Assessment and evaluation systems, including the selection, training, and assessment of apprentices, as well the appraisal and assessment of schools and companies
- Quality assurance systems, including at a legal and institutional level and during teaching implementation
- Other issues, including the credit system under modern apprenticeships, and the link-up between modern apprenticeships and life-long education.
Practical field trips
The GED’s focus for modern apprenticeships is engineering, logistics and management related subject areas. As such field trips must include visits and training from companies working or relevant to Industry 4.0 and high value-added industries, as well as modern service industries.

The quotation of the programme should include specific financial and programme arrangements for 35 delegates: training fee, insurance (if applicable), all related expenses for cultural activities and excursions. Please kindly exclude the fees for international air-tickets, visa applications and travel insurance.
Specific requirements as below:
- for accommodation, please include details of the accommodation (self-catering single or twin en-suite room with bathroom and internet connection)
- for transportation, please include airport transfer services and daily travel costs
- for meal arrangements, please specify daily meal arrangements, including weekends
- for field trips, please list proposed companies and include the quotation for possible expenses on travel
Please kindly note that the British Council will charge a 10 per cent management fee based on the TRAINING FEE of the final programme. The management fee will cover frequent liaison between the UK provider and Chinese partner for facilitating the preparation of the programme and pre-training arrangements (e.g. pre-departure briefings, visa application and on-site support upon request) as well as support for post-training follow-ups and feedback reports. Please include the management fee in the quotation separately after all other costs have been accounted for.
