In March 2018, The British Council launched Developing Inclusive and Creative Economies (DICE) a commitment to addressing two critical, interlinked and complex issues: rising unemployment, underemployment and poor-quality employment prospects for young people in emerging economies; the lack of inclusive economic development in emerging economies which can translate into instability, political disaffection and reduced economic growth.

DICE responds to the need for immediate action to tackle poverty and inequality globally as invoked in such as The UK Aid Strategy, and the World Economic Forum Inclusive Growth and Development Report (2017). In addition, DICE aims to support progress on four of the UN’s 17 Sustainable Development Goals: SDG1 (No Poverty), SDG5 (Gender and Inclusion), SDG 8 (Youth Employment), and SDG 10 (Reduced Inequalities).

The DICE ‘hypothesis’ is that by encouraging social and creative enterprises to work more closely together, we will be more likely to address these issues. Working purposefully and collaboratively across silos, systems, sectors and borders, DICE is delivering global and in-country initiatives at three levels of the economy – systemic, institutional and individual – in order specifically to empower women and girls, foster youth employment and support disabled people and other marginalised groups.

At the systemic level we are holding policy dialogues, undertaking research and building networks to foster a more supportive and equitable environment in which social and creative enterprises can thrive. At the institutional level we are strengthening intermediary organisations that support social and creative enterprises through brokered funding and collaborative projects.

At the individual level we are offering business development and leadership training support to individual creative and social enterprises. In addition, we are offering training and mentoring to existing young creative and social entrepreneurs (18-30-year olds) to improve their knowledge and skills while also helping them to build networks and access support to innovate and/or grow their businesses. DICE Higher Education (HE) component falls under this individual level.

In Higher Education, DICE will improve the capacity of existing Indonesia university business incubators in providing supports and training for promising Indonesia young social and creative entrepreneur for innovating and/or growing their business. This strand targets promising young social and creative entrepreneurs who benefit from the training and supports provided by university business incubators

Areas of Responsibilities for UK Partner
1. Together with Indonesia trainers to develop and implement the training including:
a. Developing and finalising the agenda for the training including training schedule, methodology/approach to the training, materials/handout for participants and other things in training delivery.
b. Facilitate the training based on the agreed agenda, training objectives and outputs. The training is scheduled on 28-31 Jan 2019.
2. Together with Indonesia university incubators to provide training/mentoring for Indonesia young social and creative entrepreneur
3. Provide regular reports to British Council on progress, challenges and issues during the course of this consultancy

Consultancy days:
• Preparation (including adaptation of training materials, training schedule and coordination with Indonesia trainers): up to 4 days
• Delivery of training: 4 days
• Report (including thorough evaluation of the training to be submitted two weeks after training delivery): up to 2 days
Total: up to 10 days
