City University of Shenzhen is a new private university opening in Shenzhen. It is planning on opening 16 colleges, located in especially renovated infrastructure in the heart of the city, to become the first metropolitan university in mainland China. It has the backing of the municipal government and well known private investors. It has secured RMB 4 billion (£455 million) of funding in addition to in-kind investment from local government who are providing many of the facilities. It plans on recruiting 20,000 students to its 16 schools by 2028.
The founding President, Chen Keshi, having studied in the UK for 6 years, is an anglophile and is seeking UK universities partners to initially provide consulting in all areas of establishing the university including pedagogy, course design, research methodologies and management models.
They are also looking for UK university partners to deliver short term courses, professional qualifications and within 3 years the delivery of joint programmes across 15 of its 16 colleges.

Areas of responsibilities for the two collaborating parties
UK Partner:
- From October 2016 to December 2019, provide consulting service in all areas of establishing the university, including but not limited to curriculum design, course management, recruitment of teaching staff, pedagogy, research methodologies and management models.
- From February 2017 onwards, the delivery of short term training courses resulting in internationally recognised professional qualifications in the subject areas of Design, Art, Architecture, Jewelry and Healthcare.
- From September 2019 onwards, delivery of joint programmes to undergraduate students in the subject areas of Design, Art, Architecture, Jewelry, Health, IT , Engineering, Business, Finance, Tourism and Hospitality, Media, Music and Film
- From September 2019 onwards, annual student and faculty exchange activities and summer camps.

- Administrative support for all the collaboration activities
Brief introduction of Shenzhen City University
City University of Shenzhen will be mainland China’s first ‘metropolitan’ university, established on the concept of being “in the city, and of the city”.
From the outset it will be an integral part of the city, working hand in hand with local industry to become an industrial research and development base, ushering in a new period of urban renewal led by scientific research and development. The University will be closely integrated with the urban renewal process and located in especially renovated infrastructure in the heart of the city. It will be established in Luohu district, Shenzhen and is actively supported by Luohu district government and Shenzhen municipal government.
The first phase of the University will be housed inside ‘KK100’ a 100 storey skyscraper and 14th tallest building in the world, the Jingdu hotel and other newly renovated buildings in Shenzhen’s Caiwuwei financial district.
The university will develop the talent that will drive Shenzhen’s ongoing industrial development and urban upgrading as it continues its development as a modern, international, innovative city.

Timeline

- SCU will obtain short term training licence from Shenzhen Municipal Government in November 2016
- SCU will obtain full time undergraduate education license from Chinese Ministry of Education in December 2018
