The scope of the work for this consultancy covers the planning, leadership and management of two major activities: a comprehensive study/situation analysis and preparation of a national strategy for mother tongue languages education development in Ethiopia.

The study is one critical input for the development of the national strategy and it includes a desk review and a field study on 51 and above mother tongue languages as subjects and media of instruction. This is followed by a consultative national forum which will further generate additional inputs for the preparation of the strategy. Based on the findings of the study and the feedbacks obtained from the national forum, there will follow the preparation and validation of the national strategy for mother tongue languages education development.

The consultancy firm is expected to have its own international and national core staff who will do the overall leadership, management and planning of  two strategic issues: conduct a situation analysis on the current implementation status of mother tongue languages education development in Ethiopia, and  prepare  the national strategy for mother tongue languages education development. Indeed, decision on the number of core staff will be the responsibility of the firm based on the demands of time and quality of the product.
