The new national strategy of the Republic of Uzbekistan requires significant reforms in education. The Ministry of Public Education has initiated large scale public education reforms to bring about systemic changes in the sector, to modernise approaches and methodologies and linking education standards to good international practices. As part of the partnership programme between the British Council and the Ministry of Public Education the British Council is commissioning a consultancy to support the English language curriculum development in public education and to deliver the following:

  • develop a national English curriculum team that that can drive changes in public education curriculum
  • develop national English curriculum delivery strategy articulating key principles, processes and phases as well a draft structure of the new English language curriculum for public education to be presented to the Ministry in April 2021.

     The British Council is looking for a UK partner to engage with this initiative.

    Consultancy Terms of Reference

  • To undertake an initial desk research report into curriculum reform work in the last 4 years, engage with key stakeholders and analyse baseline data
  • To engage with stakeholders in English curriculum reform and in collaboration with the British Council and the Ministry of Public Education to establish a national English curriculum team, discussion and peer review sessions.
  • To work with the British Council to agree the project stakeholder engagement and communications strategy
  • To develop the new national English curriculum delivery strategy articulating key principles, processes and phases as well as draft structure of the new English curriculum for public education. To be presented to the Ministry in April 2021.
  • To start developing a national English curriculum reform network to support the British Council’s ‘Future English’ programme.  
  • To propose next steps for future collaboration with the UK ELT sector

  All the TOR items are likely to be delivered online, depending on Covid-19 situation.

Consultancy Outputs

  • A short baseline report summarising last 4 years of education reform in relation to English in Uzbekistan.
  • A national English curriculum reform team established and confident to engage in national English curriculum reform in order to drive changes in public education in a coordinated manner
  • A national English language curriculum delivery strategy articulating key principles, processes and phases
  • A draft English language curriculum structure outlining key elements of the new curriculum for public school education to be presented to the Ministry in April 2021.
  • A written report on the consultancy with findings and recommendations including short-term and long-term priorities and action.

Consultancy Timeframe

Consultancy to start on January 25, 2021 and to be completed by March 30, 2021.
