British Council Armenia are seeking a consultant to advise on the development of a CPD framework for state school teachers, across all subjects.
The RA Ministry of Education, Science, Culture and Sport (MoESCS) has launched a large-scale reform programme covering all the areas of school education with the aim to increase the quality of education through streamlining education policies and improving the quality of teaching. One of the key changes in this sector is the transition from the knowledge-based learning and teaching practices to a competency-based education system, which includes the revision of the curriculum, textbooks, teaching and learning standards, learning outcomes, etc. Part of this reform agenda is also revision of the existing in-service teacher training system of teachers working in the school system.
The Ministry seeks to develop a new framework of all subject teachers’ continuous professional development (CPD) in line with the newly developed teaching and learning standards and defined learning outcomes. In line with research on CPD and teacher identity, the new CPD framework should take a context-based, holistic view of the teaching profession, responding to and allowing for teachers’ professional context, teachers’ personal experiences and values, and the political and policy environment. The new framework should support change in professional practice (professional learning), enhanced self-knowledge and capacity for reflection (personal development) and greater political / policy engagement (teacher agency and activism). The new CPD framework should also be aimed at enhancing the role and status of a teacher as an important enabler for a significant change from traditional approaches to knowledge, skills and attitude based learning and teaching practices.
The British Council is interested in a long-term support to these important reforms. For this stage, we are planning to support the Ministry to develop a new CPD framework in line with the current reforms being undertaken in the field.
