The British Council seeks expression of interest from UK Higher Education Institutions (HEIs) to train International Relations Officers from the Indian Higher Education Institutions under the partnership arrangement with federal government and government of key states of India. This skill building opportunity aims to strengthen the knowledge, expertise and support the Indian Higher Education Institutions to engage in meaningful collaboration with the UK universities. To align with this endeavour the British Council is seeking applications from UK HEIs/consultants who have a sound understanding and experience of working with representatives from the state government bodies and can adapt and contextualise the training needs and materials as per demand. The supplier is expected to manage and deliver this training in a hybrid mode with face to face and online modules. The supplier is expected to articulate learning outcomes and share post training report with British Council.
Context:
Implementation of the National Education Policy (NEP) with focus on internationalisation of Higher Education is a key priority for all states in India. Central and State government education departments across all levels are prioritising the implementation of the NEP through developing position papers and setting up task force committees to plan and prepare for roadmap for implementation. Most states are selecting UK as the partner country of choice to deliver the State’s ambitious NEP goals - especially on internationalisation, innovation, employability, and research.
To this end, states seek robust partnerships with the UK in areas of university governance, leadership structure and professional development frameworks; and is looking to draw from UK’s best practice as well as co-create a blueprint that will inform policy at the State level. Recent policy decisions in both the India and UK have created a policy landscape that supports closer working links between the India and UK.

Module Development and Delivery:
Course Modules to be managed and delivered on the following key areas (but not limited to):
The supplier will have to develop and deliver training modules on key areas as below:
- Building capacity of International Relations Officers to develop international academic and government partnerships on relevant Education, research and innovation thematic areas
- Develop international programmes to focus on student, faculty mobility, academic engagements with international HEIs
- Development understanding of international best practices in TNE models in UK
The shortlisted applicant would be expected to deliver face to face workshops as well as Virtual workshops. To being with the applicant will be expected to deliver an introductory webinar to International Officers pan India and specific workshops to International Officers per state. In the event of a face-to-face requirement from the state, the British Council would cover the cost of travel, accommodation, and subsistence.
