UGC will be giving more freedom and autonomy to universities which are ranked in the top 50 varsities or with a NAAC score of 3.5. Through this move, the UGC will be according these top universities certain powers which shall include appointing of more foreign staff or faculty , admitting more international students and seek more funding from central private agencies.

This rule also mentions that any university with a poor rating will be warned with a timeline to improve in five years or risk losing its autonomy.

The National Institute Ranking Framework (NIRF) has the new ranking of institutions under each discipline. Autonomy and decision making powers given to top category of institutions will help getting more research funding and admission of foreign faculty and students.
