Baomoi News - The Government’s Resolution 48/2015/ND-CP issued earlier this month provides detailed regulations for the implementation of the Vocational Training Law. It speculates five types of transnational programmes (TNE) in vocational training. All collaboration types are to be delivered in Vietnam, or with overseas top-up options; qualification could be awarded by either side of the partnership.

The language of the course must be a relevant foreign language. Students wishing to take TNE programmes should obtain level 3 (Lower Intermediate) of the six-level language efficiency framework applied for Vietnam or equivalent.

Commentary

Vietnamese government has been promoting vocational education to change the traditional preference among Vietnamese students and parents to pursue a degree at all cost. There is an imperative need to cope with the severe shortage of qualified skilled workers in the labour market.

This regulation opens opportunity for further education providers to develop partnerships with Vietnamese vocational training institutions. The US has been receiving a large number of Vietnamese students at community colleges each year, and Australia is currently an important partner for vocational training of Vietnam. Other long-standing partners in the area include Japan, Korea, Germany and Malaysia.

Vietnam can also be a potential market for the UK further education as a cost-effective option coupled with highly perceived quality and reputation. An initial step further education institutions may take is to conduct scoping visits to Vietnam to explore collaboration possibilities with Vietnamese vocational colleges.
