At a recent Q&A session with the European Chamber of Commerce, the Ministry of Public Security provided rare public commentary on a controversial Foreign NGO Management Law that was passed earlier this spring and is scheduled to come into effect in January 2017. Officials have sought to assure education institutions that their activities will not be impacted, and the final draft of the law does appear to contain carve-outs for education. Yet many of the amendments to the law have yet to be clarified, leaving open the possibility of broad applications. The MPS commentary is significant because it will be the key implementing organisation. While the recent Q&A session did help shed light on some of the MPS’s thinking, the full legal impact of the law will not be clear until MPS publishes the implementation guidelines in October.
