The rapidly increasing number of Vietnamese students going to study abroad year on year was blamed for the weaknesses of the local higher education system, both in terms of quality and capacity.  The over-expansion of the local HE sector in the past years could not help reverse the trend but represented an issue of quality assurance.

In a landmark decision that overrides previous massification policies, Vietnam is to slow the expansion of higher education between now and at least 2020, according to a new universities and colleges planning document signed by Deputy Prime Minister Nguyen Thien Nhan, reported University World News
