On 15 August, Zhang Guangming, director of the National Student Financial Assistance Management Center, introduced China's policies on national student loans for postgraduates. Both undergraduate and postgraduate students enjoy a RMB6,000 quota of national student loans each year. Starting from the fall semester of 2014, all newly matriculated postgraduates in Chinese universities will be charged tuition fees. According to the new policy, annual tuition fees for students reading for master's degrees and doctorates in academic disciplines are capped at RMB8,000 and RMB10,000 respectively, while tuition fee standards for professional degrees remain unchanged. China will also increase the funding for national scholarships for postgraduates. Reports by China Youth On Line
