TERMS OF REFERENCE FOR PARTNERSHIP WITH THE DELHI TEACHERS UNIVERSITY

The Delhi Teachers University invites EOIs from universities or teachers' training institutions in the UK to partner in designing a high-quality, practice-based teacher education programme. The scope of work will include Curriculum Design, Assessment strategies, Capacity-building, and Exchange Programmes. Institutions are invited to submit an EOI individually or as a consortium to the email given below. Kindly go through the TORs carefully as well. the deadline for responding is 21 April 2022.

1. Background:
The theme of teachers, teaching and teacher education is critical in the current context of
school education in India, where the systemic focus has gradually shifted from an
access-based discourse towards the need to deliver inclusive, quality education for all.
Given that teachers are paramount in this endeavour, there is an urgent need to recognize
and value them as professionals, and provide them with access to opportunities to develop
their craft. Over the years, however, a combination of inadequate policies and subpar
teacher training initiatives have reduced the profession to a career of last refuge – one that is
chosen when other avenues have been exhausted.


The Delhi Teachers University, a brainchild of the Government of Delhi, has been conceived
with the specific goal of addressing this gap – to create a high-quality institution which will
attract and nurture the best and brightest minds in the country who wish to take up teaching
as a profession. The University is envisioned to evolve as a global centre for excellence in
teacher education at both, the pre- and in-service stages, across the school levels, and in
the areas of education studies, leadership and policy. It will work towards bridging the gap
between research, policy and practice in teacher education, while constantly engaging with
the dynamic concepts and realities of quality of education in the Indian context.


2. Key Objective:
To achieve its vision and objectives, the Delhi Teachers University is seeking to partner with
universities and teacher training institutions in the UK. The prospective partner(s) can
provide their expertise in specific as well as multiple domains, out of the ones outlined in
Section 3. Institutions are invited to submit an EOI individually or as a consortium building on
each other’s comparative advantages.


3. Scope of Work:
In line with the vision of establishing a high-quality, practice-based teacher education
programme, the Delhi Teachers University intends to engage in a partnership with a suitable
institution or consortium. The scope of work is as follows:
A. Curriculum Design: Design high-quality courses and course content for
undergraduate, postgraduate, and in-service teacher training programmes. These
should be highly practice-oriented, aligned to the curriculum as a whole, and relevant
to the Indian education context. These can be built upon innovative courses already
offered by partnering institution(s), modified to meet the University’s specific needs.


B. Assessment: Co-design strategies to assess student teachers’ learning outcomes
for the aforementioned courses.

C. Capacity-building:

  • Conduct trainings for master trainers on methods and strategies to effectively deliver and assess the aforementioned courses.
  • Develop a strong research culture at the University through an exchange of ideas, joint collaborations and capacity development. Further, facilitate the exchange of knowledge in key areas, such as innovative teaching-learning practices, assessment strategies and research structures.


D. Exchange Programmes: Develop short- and long-term exchange programmes for
students from Delhi Teachers University and from partner institutions in the UK to
facilitate the exchange of knowledge and skills, helping them expand their
experiences and learnings.
 

4. Expected profile of partner institution or consortium:
A. Proven track record of academic excellence.
B. Expertise in various domains of teacher education, including curriculum / course
development, innovative teaching-learning practices and assessment strategies and
practice-oriented learning.
C. Demonstrated experience with capacity-building (trainings, workshops, etc.),
conducted by the institution itself or through partner organizations.
D. Prior experience of working with global partners, particularly in a multicultural setting.
E. Existing capacity within India for future deployment of resources/personnel in Delhi
Teachers University.
F. The institute or consortium should be committed to the possibility of faculty and
student exchanges to facilitate the exchange of ideas and learnings.
