Tender in Kazakhstan: Monitoring and Evaluation, Professional Development of English Teachers

Introduction
The British Council Kazakhstan in partnership with TengizChevrOil (TCO) invites tenders for monitoring and evaluation of the impact of the “Capacity Building Initiative for English Language Teachers in Zhylyoi District 2014 - 2015” project for English teachers in Kazakhstan. This project is being fully funded by TCO.

The consultancy
The British Council require an evaluation consultant to measure the impact of the “Capacity Building Initiative for English Language Teachers in Zhylyoi District 2014 - 2015” project and identify areas of success and learning in the project to date, as well as to review an evaluation framework and related set of evaluation tools which can be used to assess the impact of the project in the classroom in the medium and long term.

It is envisaged that the consultancy would be in the end of November 2015 and the final report completed by 15 December 2015. The consultancy will involve a five day visit to Kulsary, Zhylyoi district, Atyrau region, West Kazakhstan as well as one day of desk work prior to the visit and one day desk work post visit.

The consultant should have specialist expertise in secondary English education and experience of small-scale INSETT projects and their evaluation. The consultant should also ideally have experience of working in remote areas.
The activities will include:
- review of project documentation and evaluation tools
- development of appropriate evaluation tools
- in-country research involving activities such as meetings with teachers, observation of input by trainers, observation of English teachers, interviews with trainers, and the local Education authorities etc.
- a written report of the evaluation of impact and success of the project up to date including clear recommendations for the future teacher development.

Fee, availability and references:
Consultant’s fee is GBP500 per 1 working day. This fee includes meal. The assignment is for a total of 7 working days.

Within the project the British Council Kazakhstan covers the following expenses:
- Return international and local travel to Kulsary
- Accommodation in Kulsary
- Airport transfers in Kazakhstan
- Visa expenses if required
