Request for Proposal (RFP): Research on the effectiveness of Systemic interventions in TVET on employment outcomes

We are seeking to commission research which ascertains the relative effectiveness of systemic interventions in TVET on employment outcomes.  Currently a range of research exists which looks at the effectiveness of different training projects but little on systemic interventions and we are seeking to better understand if more systemic interventions are effective; if so, what conditions lead to the best outcomes; and how system level interventions can impact on employment and in what period.

To better inform our work and enable innovation, the purpose of this research is to:

  • Establish how system level interventions impact on employment and in what period.
  • Analyse the effectiveness of different models of systemic interventions in TVET on employment outcomes.  Systemic interventions are diverse but would for example include, improving national or sectoral employer co-ordination methodologies, strengthening system governance and quality assurance or developing national qualification frameworks.
  • Highlight the conditions that lead to the best outcomes and in which contexts and with which groups.  This research should be focused on systemic interventions in ODA or developing countries.
