Update on deadlines for Going Global Partnerships proposals for Indonesia, Malaysia and Vietnam
Kindly note that the final date for submissions of grant applications and proposals for Indonesia, Malaysia and Vietnam will be now be 5th November 2021.
The deadline remains as previously announced for China 29 October 2021 and Thailand 31 October 2021.
Addendum shared on 15 October 2021 to the East Asia Going Global Partnerships Call for proposals
Further to the recent EA GGP Call for Proposals from British Council in China, Malaysia, Indonesia, Thailand and Viet Nam, please note that the section on eligible costs has been updated, as follows:
- Eligible costs: The cost of staff time for full-time personnel working directly on the project, plus the costs of temporary personnel and other temporary staff recruited to work solely on the project.

The British Council East Asia is launching a series of initiatives under the Going Global Partnerships programme. UK institutions are invited to bid for funds to further connect, collaborate and innovate with universities, colleges, education policy makers and other partners in East Asia.
The overall expected outcomes of the programme include:
- Enabling research: supporting research, knowledge and innovation collaboration to address local and global challenges, and to promote inclusive growth
- Internationalising higher education and TVET institutions: creating an enabling environment while supporting institutions and individuals to benefit from internationalisation
- Strengthening higher education and TVET systems: improving the quality and efficiency of institutions and systems
- Enhancing student outcomes: improving the quality of global graduates (e.g. soft skills, employability, community outcomes)

China
Call for Applications: Enabling Grants to Strengthen UK-China Institutional Partnerships through academic collaboration
The Enabling Grants for UK-China Institutional Partnerships through academic collaboration is designed to enable effective UK-China higher education collaboration, strengthen institutional partnerships and academic collaborations through sharing knowledge and principles of good practice, whilst cooperating on research and capacity building.
Funding will be provided to UK universities who have been partnering with China or leading UK institutions of the UK-China higher education consortia*, for selected projects that will strengthen academic collaboration and enhance education internationalisation between the UK and China. Projects can be delivered online, offline or blended. All applications must demonstrate key characteristics of gender equality and inclusion.

*The UK-China higher education consortia only refers to the below four consortia or alliances:
- UK-China University Consortium on Engineering Education and Research
- UK-Jiangsu World Class University Consortium
- UK-China TNE Joint Institute Alliance
- UK-China Humanities Alliance
Indonesia
UK-Indonesia Going Global Partnerships is seeking proposal from seven UK universities to partner with seven universities from Indonesia for running a project that will support greater internationalisation of HE institutions and transnational education or TNE. Total allocated grant from this call is £200,000. Each successful proposal will receive max of £30,000 grant which shall only be used to cover project activities which will contribute in achieving GGP short and long term outcomes.
Example of project activities could include (not exhaustive list):
- Joint curriculum development
- Creating enabling environment for TNE (e.g. policy dialogue, quality assurance etc)
- Training and professional development
- Digital delivery

Malaysia
UK-Malaysia University Consortium and ASEAN +3 Catalyst Grant
The British Council in Malaysia is inviting UK universities to set up a UK-Malaysia University Consortium which is designed to be a flagship initiative that promotes strategic engagement and bilateral cooperation in higher education between its partner universities in the UK and in Malaysia. This inaugural UK-Malaysia University Consortium will be launched with grant funding of approximately £100,000 for the Consortium Secretariat, to support the Consortium’s administration and activities between January 2022 and March 2024.
To kick off the institutional partnerships under the Consortium, the British Council will support 5 Catalyst Grants for higher education collaborative projects between the UK, Malaysia and one other ASEAN or ASEAN +3 country, in the thematic area of enhancing graduate employability. For each project, funding of up to £50,000 will be awarded for a project duration of 2 years from January 2022 to December 2023.
Call for applications and proposals from UK universities is now open:
- Apply to join the UK-Malaysia University Consortium
- Submit a bid to be the Consortium Secretariat
- Submit joint proposals for the UK-Malaysia-ASEAN+3 catalyst grant as a part of this Consortium, to collaborate in the area of graduate employability.

Thailand
Open call for Joint Thai-UK Project Proposal under the Thai-UK World-class University Consortium
The Consortium is offering opportunities for UK higher education institutions to engage and collaborate with Thai members to deliver activities that meet the strategic objectives through the submission of a Joint Thai-UK Project Proposal. Following successful proposal selection, UK universities will join their Thai counterparts and become members of the Consortium.
Fifteen members from 7 Thai institutions have been selected to become part of the Thai-UK World-class University Consortium in 7 priority areas: Architecture and Built Environment, Chemical Engineering, Life Sciences, Agriculture and Forestry, Medicine, Geography, and Developmental Studies.

A Catalyst Grant of up to £10,000 will be available for applicants to support project delivery in the first year (the number of grants is limited).
The application deadline is 31 October 2021 (23:59 GMT).
A Networking event will be held on 8 October 2021 where UK universities can book a slot to meet one of the 15 Thai members in the Consortium. The Networking will be open for booking soon and details will be available on our website below.

Vietnam
The Going Global Partnerships (GGP) programme in Viet Nam “UK – Viet Nam Partnership for Quality and Internationalisation” supports the development and the quality strengthening of the Vietnamese tertiary system, and the internationalisation of higher education strategies in both UK and Viet Nam. The GGP in Viet Nam provides funding opportunities for partnership projects that align with the overall expected outcomes of the programme and the main aims and priorities of the GGP in Viet Nam. Invitation for proposals from UK and Vietnamese universities, organisations and businesses who work in a consortium to deliver a project is now open to three strands:
- Leadership and Governance – HE leadership for Social Inclusion and Gender Equality
- Preparing Viet Nam HE Qualifications for Future Development of TNE and International Recognition, and
- Towards the excellence in teaching, research, innovation, and knowledge transfer.
The partnership funding ranges from GBP 30,000 to GBP 60,000 per partnership project with expectation of matching fund in cash at the ratio of 1:0.3 from participating UK and Vietnamese universities and organisations. The proposals should be for a three year project with implementation from December 2021 to March 2024.
