Call for expression of interest for behavior change expert to lead M&E for ‘Changing Moves Changing Minds’ project in India

About the project:

Changing Moves Changing Minds (CMCM) is a partnership project between the British Council, the Royal Academy of Dance and Marylebone Cricket Club to improve the integration of girls and boys in schools in India through cricket and dance and to promote positive gender roles among children aged 10 -12 years. The project aims to reach approx. 300,000 students in India and train 3000 teachers in government and private schools with a master trainer model, over the course of three years.  The project aims to use evidence from the programme to effect policy change in gender in 6 States in India through engagement on school curriculum.

Terms of Reference:

British Council India wishes to engage the services of a consultant with expertise in gender and  behaviour change to lead the M&E of this project in India. The consultant will provide services in designing and conducting monitoring to measure behavior change. Broadly, the scope of work includes:

Design and Implementation: The Consultant will work with the project team in developing a high-quality M&E plan, drawing on current best practices in methodology and adhering to British Council standards. S/he will be responsible for designing tools for data collection and collation.  

Data analysis: The Consultant will ensure that data collection is properly coordinated and prepared, and that project teams are appropriately briefed. S/he will ensure that the analysis of both qualitative and quantitative data follows high methodological standards and avoids bias, ensuring that the conclusions and recommendations of the final reports are based on sound analysis and follow logically from the results.

Report writing: The Consultant will be engaged in production of reports on the basis of the field visit and data analysis.

 Qualifications & Skills:

  • Technical expertise in behavior change is essential and in gender is desirable.
  • Proven track record in conducting research and impact evaluations.
  • Experience of working in the education and/or gender space in India.
  • Ability to work remotely with collaborators in dispersed geographical locations and adapt to unforeseen changes.

Deliverables:

  • Review log frame, theory of change and monitoring and evaluation framework from behavior change and gender lens.
  • Design methodology and tools for M&E with timeframes for the project.
  • Three visits to India/region to initiate, review and complete the M&E plan over the course of the project cycle.
  • 1-2 page report after every field visit, highlighting the observations and progress
  • Data analysis and development of baseline, midline and endline reports (3 drafts each with the 3rd being the final)
  • Powerpoint presentation outlining findings and recommendations.
