British Council Rwanda RFP - Content development for EFL teacher training course

British Council Rwanda is seeking consultancy services for building local trainer capacity for the delivery of intensive English courses for the Building Learning Foundations (BLF) programme.

The Building Learning Foundations Programme (BLF) is funded by the UK’s Department for International Development (DFID) and aims to improve the quality of teaching and leadership in all of Rwanda’s government-aided primary schools. The programme is implemented by a consortium of organisations; Education Development Trust, British Council, and VSO in all 30 Districts of Rwanda and benefits all Primary 1 – Primary 3 (P1-P3) English and Mathematics teachers in all of Rwanda’s 2,517 government-aided primary schools. The British Council is responsible for BLF’s English component, and since beginning implementation in early 2018 has trained more than 15,500 English teachers, mentors, school leaders, and education officials and has produced and distributed 600,000 English activity books for lower primary pupils. This opportunity relates to teacher training to develop the programme further.

The output of this assignment for the programme is a 10 week (30 hour) blended EFL teacher training course. The course must include the following (the core deliverables for this assignment):

  1. 10 weeks of online self-study content - 3 hours per week. This should be designed specifically so that the participants graduate the course ready to deliver high-quality English lessons according to the Intensive English course syllabus
  2. Moderation of the online modules for up to 65 participants
  3. Design of 2 x written assignments of 500 words each
  4. Grading of 3 x written assignments of 500 words each for up to 65 participants
  5. Development of assessment framework for observed teaching practice
  6. Development of session guidelines for post teaching practice feedback, reflection, and planning session (these will be delivered face-to-face)
