The Ministry of Education is keen to develop a plan that could attract more foreign students to come and study in Korea, by targeting 200,000 foreign students by 2023. As part of plan universities and colleges are reviewing to create departments of majors consisting of only foreign students. Creation of these specialized departments will be focused on the field that Korea shows high competency such as shipping, automobile and IT etc.

The Education ministry is planning to review and revise the education law to support the plan and to give financial incentives to universities that operate such majors.
