The emerging cooperation between the Southeast Asian Ministers of Education Organisation and the Organization of Ibero American States for Education, Science and Culture (OEI) was formalized through signing of a memorandum of understanding (MOU) between the two regional organizations in a ceremony during the launch of the Ibero-American Institute for ICT and Education (IBERTIC) in Buenos Aires, Republic of Argentina on 24 April 2013.

Priority areas of cooperation between the two organizations include education for all including, multilingual education, information and communications technology, higher education, technical and vocational education, education for sustainable development, and health education. Under the framework of the newly established cooperation, SEAMEO and OEI will collaborate to promote international coordination and technical assistance provision to support the Golden SEAMEO Goal 2020 of SEAMEO and the 2021 Educational Goals of OEI. SEAMEO and OEI may reciprocally collaborate in the identification, implementation and execution of common projects and researches; and take part in each other organization’s regular activities.
