New 11 point agenda to improve India’s higher education system; touches upon foreign collaboration

Earlier this month the Indian HRD ministry announced the replacement of UGC and AICTE with a new singular regulatory body called Higher Education Empowerment Regulation Agency (HEERA). In continuation of these efforts the government is amending the current UGC and AICTE framework as the process to establish HEERA will be time consuming. The HRD ministry has developed a new 11 point agenda that will amend current regulations related to foreign collaborations, qualification for PhD, eligibility for autonomy of institutions, online courses etc.

The most pertinent to UK institutions is the pending bill and regulation for foreign collaborations. It is proposed that collaborations will be allowed with foreign institutions that is the highest in accreditation as per their respective country rankings or if the foreign institution features in the top 500 global ranking systems. However technical institutions will not follow this new rule.
