The Northern Consortium (NCUK) have signed a five year agreement with the Taipei City Government Dept. of Education to deliver the International Foundation Year (IYF) programme in Business, in three high schools including Taipei Municipal Zhong Zheng High School, Yu Cheng High School, and Nan Gang High School commencing in September 2019. Taipei Municipal Chenggong High School will join the programme to deliver the IYF in Engineering in September 2020.

This forms the latest part of a drive by the bureau to provide international qualifications in high schools, which also includes the launch of a United States and Taiwan dual academic system, and also the provision of the IB. According to Department of Education, Taipei City Government, Commissioner Tseng, Tsan - Chin, cultivating future international talent is an important policy direction of Taipei City.
