The State Council recently officially published a plan for the national basic public service system during the "12th Five-Year Plan" period, where four highlights of the plan are introduced. First, the plan aims to achieve balanced development of basic public services. Second, the plan asks to clarify central and local governments' responsibilities in terms of spending on basic public services. Third, the plan asks to unify treatment of both rural and urban teachers and cancel advanced classes in key schools.
